A year is exactly 365.242 days. The Julian calendar used until 1500's assumed 365.25 (it DID have leap years every 4).

My point is, since at least Julius Ceasar, the length of the year was known very precisely.

So why did they make 12 months of different lengths instead of 13 months of 28 days for 364 days, then just have a custom that one day a year has no month (i.e. new years day). Then every year every weekday is the same number, date calculations are easy, no 30/31 issue.
